Not all of the hits that the program used with the list says were made actually show up on the website?

Even if you just tested a proxy as good, it likely will not work 100% of the time. Some proxy servers will not respond if they are busy, and some proxy servers may block certain websites. Also, some proxy servers will limit the rate at which you can make requests with them. This is why it is especially useful to use ProxyServerFinder to thin out the list of proxies, and only use ones that are currently working for you. After using a "tested" list, it is a good idea to re-test that list so you can furtuer narrow down which proxies will stand up to the type of use you are using them for.

What are proxies and what do they do?

The proxy list makes it so the hits to a website are routed through other servers around the world (so they don't appear to all be coming from the same computer).
